What's a BIA?

A Business Improvement Area (BIA) is an organized group of local businesses and property owners who work together to improve their community and business district. BIAs use funds contributed by the community to enhance services and address specific needs. Their initiatives often include:

Maintenance Services

  • Providing additional maintenance beyond City services, such as regular sidewalk cleaning, trash removal, power washing, and graffiti removal.

Security Enhancements

  • Strengthening community security by adding extra patrols to complement local police services.

Marketing and Branding

  • Boosting the area’s profile through strategic marketing, collaborative promotions, public relations, and market research.

Special Events and Destination Appeal

  • Hosting events to attract visitors and increase foot traffic, often focusing on customer groups who may not typically visit.

Economic Development Initiatives

  • Supporting business growth through market analysis, creating databases, and accessing grants (e.g., Façade Improvement Grant, Commercial Research Grant).

Capital Improvement Projects

  • Adding elements like street lighting, seating, planters, waste bins, and public art to make the area more welcoming and attractive.

Advantages of a BIA

  • Cleaner, Safer, and More Welcoming Area: Enhances the district’s appeal for residents and visitors.
  • Consistent Funding for Improvements: Provides stable funding for services and programs that supplement city offerings.
  • Property Value Support: Helps maintain or increase property values within the area.
  • Distinct Identity: Creates a unique, competitive edge for the business district, setting it apart from other nearby retail and business hubs.

Toronto BIAs belong to the Toronto Association of Business Improvement Areas (TABIA), which provides additional support by:

  • Promoting Knowledge Exchange: Facilitating the sharing of information and experiences across BIAs.
  • Advocacy: Representing BIAs to influence policy at various government levels.
  • Funding Assistance: Helping to secure resources for programs and services.
  • Member Discounts: Offering programs and discounts, such as preferred rates, to BIA members.
